Erro ao tentar acessar o aplicativo

Desenvolvi um app e agora na hora de publicar e compartilhar com a equipe está dando erro de licença. 
Ninguém consegue acessar o app, nem eu que foi quem desenvolveu. Todos temos a licença disponível.

    Did you build it in a Development environment and now you are placing it in another (production) environment?
     
    If so that is the issue. If not, then there is something else. You should have a license since you built it, but i'd have to know your licenses
     
    As for the other people that is easier.
     
    1) what type of app is it? Dataverse? SharePoint? SQL?
     
    Do people actually have Power App lIcenses?
     
    Are you using Power Automate at all?
