I created a chatbot for Teams. I am entering some topics while my team member is entering others. She gets correct responses from the bot using the same trigger words that I'm using, while I get this message. This happens regardless of whether these are the topics she added or the ones I added. "Sorry, I am not able to find a related topic. Can you rephrase and try again?"
Also, can you check if you're both testing in the same way? E.g. the test pane in PVA, or using the deployed channel? Discrepancies here could be due to a missing 'publish' action: Fundamentals - Publish a chatbot to various channels in Microsoft Teams - Power Virtual Agents | Microsoft Learn
Silly questions: what are the phrases? Does it happen all the time? Does the bot have agent escalation? Are you sure you are talking to the correct bot?
