Dataverse Licence and premium connector

I need to create a dataverse database.  I need to get licenses since I am getting the message that the user does not have  a license that allows environment creation. Do I also need a premium connector to connect with Dataverse Tables. 
Can we not work in the production environment without the connector ??

    Hello, @jd16, to create a production Environment, you will need a license, but if you create a Developer Environment, you can provision a Dataverse without the need for premium license.
