Can the credit be assigned to the user/tenant or is it only to the environment?
If to the environment, if we developed a Power Apps with AI Builder, does that mean all user require AI Builder Add On/License?

Yes, in the Power Platform you create environments where you apps, flows, ai models, chat bots... are stored. When you are on the Power Apps website, you can see in which environment you are on the top right. From there you can change to another environment.
Every app needs to be in an environment, so your Power App that uses SharePoint with AI Builder is stored in an environment. And from the Power Platform Admin Center you can assign AI Builder credits to that environment.

Is it when the Admin create a new Common Data Service?
And if i created a PowerApps using Sharepoint with AI Builder, does that count as an environment?is the apps an environment or not?

Indeed, 1 AI Builder add-on gives you 1 million AI Builder Credits.
AI Builder credits are pooled at the tenant level and then you can assign the credits to environments. You can assign all the credits to just one environment, or distribute them among multiple environments. You don't have to buy separate AI Builder add-ons for each user. Users will make use of apps and flows and these will consume AI Builder credits that have been allocated to the environment. You can check the consumption of AI Builder credits per environment in the Power Platform Admin Center: AI Builder consumption reporting is now available | Power Automate Blog (microsoft.com)
As long as you have credits in the environment, any number of users can use apps or flows that leverage AI Builder. Just note that you will need to have a license for users to use apps or flows - whether you use AI Builder or not. In the case of Power Apps you will need a per app or per user plan depending on your use case: Pricing - Power Apps (microsoft.com)
