We understand that tenant licenses cannot be directly assigned to individual users but we’re unsure how this type of license is supposed to work in practice. Could someone clarify:
What might be wrong with our current license setup?
What steps should we take to ensure our users are properly covered under the tenant license?

The Copilot Studio Tenant license provides a message quota that is used when you run Agents in production. Any user using the Agent doesn't need a specific license they simply consume messages against the Tenant license. The Tenant license also gives you access to a free Copilot Studio user license. This license isn't need for users to use an Agent in production, but is needed for users to create or modify agents in Copilot Studio. These user licenses need to be assigned in the M365 admin center to users who will be creating agents. If the user doesn't have one of these licenses then they will be prompted to start or renew a trial license. To fix your problem search for the Copilot Studio user license in the M365 admin center and assign it to the users who are creating Agents. That will fix your problem.
