We built a SharePoint list and used Power Automate to assign item level permissions based on users identified in the list itself. We then used the option of customising the form by integrating with Power Apps.
However with item level permissions applied, the users cannot use the power app form as they are told they don't have access to the app.
The power apps form also can't be shared like a regular app.
We need the item level permissions to remain as users are not meant to see anyone else's items, and the items are NOT created by the user in question.
Use case: an administrator loads items into the list and 'assigns' them to specific users. Power Automate provides item level access to the specified user. The user visits the list and views/edits the items assigned to them. They are not creating the items themselves exclusively, the administrator is doing that.
Would appreciate any advice or links that may assist us. At this point it seems as though we will have to abandon the power apps form which is a shame.

Which permission have you applied to the items, read or edit? As per your description I think it is the read permission.
However, using Power Apps to connect to SharePoint list items needs at least edit permission. For your scenario, you may need to use restricted list views rather than the item level permission because of the needs of permission from Power Apps customize form.
