Power Apps per app license - app passes consumption..

The Power Apps per app license has been really confusing for me. Technically, what I know is if there is one app pass assign to a environment only one user can use one app at a time in that environment. But while testing out even with just one app pass assign to the environment, I was able to access the app from multiple users at the same time. Is this how it supposed to work?

I also tested out opening a Model Driven App + Canvas app from User A and Model Driven App + Canvas from User B. Both User A and User B has no other license to it and Environment has only one per app license. And Yet both User A and User B is able to access both app easily. How is this happening?

I assigned 1 per app license to my environment. I created two users without any license to test. I then share the app with those two users. And then open different browsers in incognito and open the same with those two users. I made sure I don’t sign up for any trial. And weirdly the app works just fine for both even if the environment has just one app pass.

I know the app pass is given when the app is shared right? If I have one app pass for the environment and app is shared with two people with no license who gets to access and who gets to not? In my case both got idk how. 😬

    Hi @summitb,

The per app passes are assigned on environment level, not to an individual user directly. When sharing a premium application to an unlicensed user, a per app license is fetched from your environment's 'pool' of per app licenses.

A per app license is needed per user / per app / per month, the screenshot from the Ms. Licensing Docs will clarify this part:

With this in mind, I would also not expect the behaviour you are describing. Please do note that Developer Plans or Trial licenses might have an effect as well. In this case, it might be beneficial to check the active licenses of yourself and the users within the Azure Portal or Office 365 Admin Center.

Users can also check their own Power Apps related licenses via the Power Apps website, clicking on the gear icon on the top right and selecting 'Plan(s)'.

    I hope this helps!
