Error when updating/deleting published actions for Copilot for Microsoft 365 in Copilot Studio

I have created several custom actions for Copilot for Microsoft 365 in Copilot Studio. They are published and are working in the Microsoft Copilot app in Teams, as well as in the browser.

However, when I go to update or rename them, either by clicking "Next" or "Save and close," I receive the error, "There was an error saving your action. Please try again." Sometimes, it will save correctly even after giving this error and closing the window. I also noticed the 'Delete' button is grayed out. I'm trying to figure out if this is some combination of bugs and permissions issues. Has anyone else run into this?
