can anyone share best practices or maybe templates to power platform solution effort's estimator?

what i mean is for example if someone form the business asks for a power platform solution which require an app with 3 screens and 3 power automate suporting it and a power BI dahsboard, how do you evalute the effort required for this in order to give an answer to the business this the effort required to develp it (duration).
