In light of the MC454715 change to the Power Platform API links, I am trying to determine if any of the Power Platform APIs are in use in my tenant. Is it possible to get a list of all applications and/or workflows that use Power Platform APIs?

You won't have any apps that interact with that API directly. That's all done by MS in Power apps behind the scenes. But if you firewalls or access rules setup you'll need to update those so Power aps can reach the new addresses. But it won't require any coding changes in Power apps itself.
Just to clarify the firewall rules need to be updated so that power apps can interact with internal sources? Not for users to be able to access apps?
For the firewall, yes. But access rules may be in place too that need to be changed to allow users to access those URLs from inside. But that won't require changes to individual apps or flows, only to your network and cloud infrastructure.
