1. Navigate to https://make.powerapps.com
2. Click Data/DataVerse
3. Click Table
4. Click New Table to Create the same

If you would like to create a table from PowerApps as suggested by @v-jefferni then the table name prefix will start with new_ if you want to have different prefix then please create a Solution and Create Project From there to user the respective Publisher prefix like (cradf_)
