Require all end users to have PowerApps account?

I know to develop apps required PowerApps account.

How about after published the Apps to Android/iOS will the end users/consumers who use the Apps that's built by PowerApps user required PowerApps account as well?

    Yes, every user consuming the PowerApps will require a PowerApps license

    Is PowerApps only designed for Internal Organization use?

     

    Creating an app for example, to allow external vendors to submit forms, invoices etc would require them to all have some form of PowerApps account. This doesnt make sense from a business standpoint.

    I understand charging for the Developer to access the software to make the app, but why charge the customer for using the created app.
