I am reaching out to seek clarification regarding the data handling terms outlined during the deployment of a model to Copilot Studio. Specifically, I would like to better understand the following statement: “The data may be stored or processed outside your tenant's geographic region or compliance boundaries.”

it means that the functionality of data storage for Copilot Studio tool is different than in Azure:

In Azure you define a region in which you'd like to create a resource and the data is stored within this region, usually in multiple regional datacenters.

In Copilot Studio there's no guarantee that the data stored/processed within Copilot Studio will stay within the tenant's region/compliance boundary. Example: your Power Platform environment is created in Europe. There's no guarantee that your data will stay within this region, it could be processed in other regions like US etc., depending on the platform needs.
