Hello,
I made some changes to the system topic called "Require user to sign in" but I cannot save the changes. the Save button still disabled.
The other system topics can be modified and saved.

Try to close your bot and try to change and save it again.

You can customize this topic as with any other system topic.

I'm also facing the similar issue., I was not able to make any changes on this topic.
Here, I'm trying to call specific topic after successful authentication, otherwise, conversation from BOT is not continuing. It's just ending-up with a message called "You're now logged in.". After this., it's expecting user to start the conversation, this only happening when we set start the conversation automatically on page load. It's not taking the trigger phrase "Hello".
In other scenario, If the BOT is not set to start the conversation and user start the conversation then BOT automatically continuing the conversation after authentication based on user's start message. Here we need either of below things., 1. Allow us to modify "Require user to sign-in" topic.
2. Lets "Require user to sign-in" pick the message that what we are going to set in auto start conversation (Hello is default as per below document or custom message)https://docs.microsoft.com/en-us/power-virtual-agents/configure-bot-greeting?WT.mc_id=BA-MVP-5003877

I am also struggling with this poor design of not been able to:
1. Enable a single sign-on on the Portal page created with PowerApps.
2. Edit a system topic "Require user to sign-in". This is such a bad user experience:
Expected: users are aware of these steps. If you don't let us to update this topic, please modify the message "Hello! To be able to help you, I'll need you to sign in." to something like this:
Hello! To be able to help you, I'll need you to sign in. After clicking the button "Login", you'll get a code on a new browser tab. Copy and paste the code to the chat area".
