Checking if a specific person has submitted feedback.

    Please share how you have established a relationship between the two lists to match up the training the employee completed with the feedback they provided. For example, when you enter the person in list 1, is a course number stored along with the employee information? When they submit feedback (list 2?), do they need to enter the course number they're providing feedback for? If so, when feedback is submitted, you would use a get items action with a query filter to return items based on the employee e-mail address (or some other identifier) and course ID.
     
    Share a screen shot of what you've done so far in your flow and how they actions are configured. This will help us to determine your level of knowledge in the Power Platform.

    I would turn off your current flow and create a new flow and start over. The only thing to keep from the current flow would be the first two actions:
    • When an item is created (if this is the feedback item aka list 2)
    • Get items (if this is the list that contains the employee and the course(s) they took aka list 1).
    • Once these two are set up and you figured out your filter query, add a condition to check if results have been returned.
      • In the condition you would use a length expression on the values from the get items action is greater than 0.
     
    You need to establish a relationship between the two lists as I noted in my first post. Once you think you have a relationship established create the new flow with the two actions and use a filter query to get the matching course (list 1) from the feedback submitted (list 2). 
     
    You can learn about filter queries here: How to Use Power Automate Get Items Filter Query + 8 Examples - Enjoy SharePoint. If you think your lists will grow to more than 5,000 items each, be sure to index these fields in both lists or eventually your flow will break.
