Can someone point me to a hello world example where Dataverse Web API is used in Power Automate to create a record (or anything for that matter)

Can I ask why you need specifically webapi way?
Power Automate has an OOB connector to Dataverse - https://learn.microsoft.com/en-us/power-automate/dataverse/create
