NIST Separation of Development, Testing, and Production

In lay terminology, it is my understanding that NIST requires that a Power Platform development environment be completely separate from both testing and production.  If configured correctly, does the separation of Microsoft Environments in portal.azure.us satisfy this requirement, or does the development need to be done in a completely separate 365 instance/tenant/domain?  Is there any documentation that expressly explains this that can be pointed to?  Thanks in advance.

    @stayinginsync It's fairly common to have development, test and production to be separate environments in the same tenant. I have, however, worked on projects where the non-prod environment (eg. dev and test) are in a separate tenant to the Production tenant
