Hi - we have a plan for a power app which involves frontline workers with F3 licenses, interacting with customers and executing power automate flows which read and write data to/from Dataverse (as well as integrating with azure functions/logic apps). All the flows are therefore Premium, and they would therefore all have process licenses assigned.
Would this be covered in terms of multiplexing as all flows would be licensed, but the front end users would not be?

I finally got a reply from Microsoft that a Power Apps Per App license is required for each user even though you are calling a connector that is licensed with a Flow license. I went back and forth with the Microsoft contact but this is what they concluded. Sorry.

You are correct, the F3 users are only calling power automate flows which have process licenses, and the power app does not have any other premium connectors.
Due to the volume of F3 users that will be using it (which is what necessitates the use of Dataverse), it wouldn't really be feasible to license them all with per-app licenses at $5/month. Especially since this solution would be scaling up over time.

This is a good question, since you are licensing all the Power Automate Flows with Process licenses then these can be called by an unlimited number of users and you do not need to license each user to call the flow.
I think you are asking if you need a Power Apps Per App license for each F3 user that is using the application if it is only calling the Power Automate Flows that are licensed with "Process Licenses" correct? I assume the Power App does not have any other premium connectors directly?
I would expect the F3 users would still need the Power Apps Per App license since they are calling a flow with Premium Connectors but I can see the case to say they would not because the flow is licensed to be called by unlimited users...
Please let me know if this is your question and I can raise it to Microsoft to see if I can get clarification.
