Hello !
This is a pretty basic question, but I found yes and no answers to it.
Is it possible to create and/or use custom components in Power Apps for Teams ?

Do you mean Dataverse for Teams?
Not 100% certain, but I am pretty confident that no, you cannot. I can't find documentation saying that explicitly, but I did find a documentation page listing "the only custom components that can be imported into Dataverse for Teams" and it does not include Component Framework.
