Unable to create the first bot - permission issue

I tried signing up but I got the error:

"You do not have permissions to any environments. Please get access from an administrator."

I am the global admin, so I do have rights. According to this page I need a new environment. I already have 3 environments - our default, one that Dynamics 365 uses, and a Sandbox environment. Surely I do not need a 4th environment! I develop all of our PowerApps and Flows in the default environment. Shouldn't the bots go there?

I have another O365 tenant and it created it quickly and saw both existing environments there.

Is there a permission setting somewhere on the environments that has disabled any type of new service that I am not seeing?

Have you assigned yourself PVA license to access it?

Try to use this documentation: https://docs.microsoft.com/en-us/power-virtual-agents/environments-first-run-experience
The environment needs to be created in a supported region, otherwise, you won't be able to use it when creating a bot. Learn more about supported data locations.

No. I have to dig back into this. I am already in a few regions between data flows, power apps, and Power BI. Not sure why I need to set up yet another region for this to work. After seeing the licensing cost, not sure if this is something I'll play with. 50¢ per run is a lot for a small business.
