I have the following data entry form. There are 6 galleries within the form (PPE, Procedure, Tools, etc.). Is the best method of organization to use two horizontal containers with 3 vertical containers within each for data collection?

There is no.... "best" way, you can create "collapsed" container(s), you can use a Wizard and what you have, different screens for each.

So for instance.

The left side of your app would be a navigation wizard (vertically), or if they can go back and forth too any form they want, then on the left would be navigation and you could have icons to show which forms are done.

Really there is no one way. Your's is fine, as long as thats the experience your people need/want/expect.

Since you can keep adding and adding and adding, though, at some point some are going to Scroll Vertically faster than others.

Its fine, my thoughts are you should always do wire frames for your users to look at, but in your case you have this, its not really us to say but your users :-)
