We have an extra app which we would decommission in a few weeks. Because of this additional app users are using 3 apps in total, thus every user consuming two per-app plan licenses.
At the time of decommissioning app, we plan to remove security role from users which app uses.. Can we immediately use free licenses to other users?
Because we do not assign license directly to users, in model-driven app it shared by security role, I wonder when the license is considered unused, 1st day of every month or the end of licensing agreement?
Your license is assigned based on the app consumption, when you remove users from the app the license will automatically not be consumed anymore. Per app plan is managed from the app assignment so if a user does not have any any other license and you share the app with them, they start consuming one portion of their per app plan.

License can be removed in Microsoft Admin Center by admin user.
Go to Microsoft365 Admin Center - Users to uncheck the powerapp per app plan in Licenses and Apps Tab and save changes, this can remove the license from User directly.
If you want to assign the license to other user, go to User Panel to check the license and save the changes, then the assignment is finished.
