If you go to the Copilot Studio site you can sign up for a free trial. When that expires it will prompt you to buy the license, but you can also extend the trial indefinitely.  That is all you really need for users to create Copilots. You will need the tenant license for users to consume Copilots in production. Once you add the trial it will show up in the Admin center. From there you can assign the trial to other users.

I can't find Copilot Studio User License available anywhere... I'll ask to Microsoft Support

The Copilot Studio license can be assigned to one user so they can MAKE Copilot bots.  A tenant license is requried for an organization of users to then use those bots.  Here's a link to the documentation and the comments about licensing.

To create and manage copilots with Microsoft Copilot Studio, you need:

    • A license for each user, also known as a "per user license" (or "Copilot Studio User License" as referred to on the Microsoft 365 admin center), should be assigned to individual users who need access to create and manage copilots.
    • A license for your organization, also known as a "tenant license" (or "Copilot Studio" as referred to on the Microsoft 365 admin center), should be acquired by the tenant admin. This license cannot be assigned to individual users.

My company has Microsoft 365 Business and bought a Copilot Studio license but now I don't know how to link it to 365's users 😦
Someone knows how to do that?

I believe the CoPilot you see there is Microsoft 365 CoPilot, not CoPilot Studio. CoPilot Studio has its own license. My Trial license is displayed below.

This is separate from my Microsoft 365 E5 license.
