For attaching a file in PowerApps Portals, we have quite a few options:
1. Notes
2. SharePoint
3. Azure Blob
I wanted know out of SharePoint and Azure Blob, which one is the best place for storing documents and why?

The straight answer from me is Azure Blob storage. It is a modern solution from Azure. It is secure and integrates easily with the Power Apps portal. There are n number of other benefits like Azure key vault integration, monitoring, etc... But the core is file storage for a long-term solution.
Reason is due to the file-max storage
With regards to the SharePoint integration

With the recent release wave, you can easily attach files to "Dataverse" File columns
