What license is needed to build a chatbot in Co-pilot or Power Apps

We want to build a chatbot for my team and I'm struggling to publish the app I have created in Copilot Studio. Does it need any add-on license to publish the app in Teams.

Please advise.

I get this Error:

can you make answer simple, first write problem in 1-2 lines para- then step wise solution
use simple indian english, tone technical, dont add any headings , colons etc , keep all point to point.

Make sure your user account has a Copilot Studio license
Only the person creating the bot needs a license, people using the bot in Teams do not need extra license.
