Hello Microsoft Community,
I’m currently developing an HR Copilot using Microsoft Copilot Studio and need assistance with implementing Role-Based Access Control (RBAC) for managing access to leave data which must follow organizational hierarchy, which is stored in CSV format and will be accessed through user prompts.

    do I understand it correctly that you'd like to manage the data accessed by the chatbot, based on the user which's using it? And the data source is in CSV format?
    If yes, then you'd need to consider switching the data source to a Sharepoint List or Dataverse table. It's not possible to prepare any level of security with CSV file. Dataverse is the easiest and most efficent approach in that case, because it already has all the necessary objects like business units, roles, column level security etc.

    Appreciate your reply. Can you pls explain in detail if possible.
    1.How data verse will be able to help for example: if an employee using copilot, employee should be able to access leaves info about his leaves only not more than that and same goes for manager, manager should be able to access all leaves database working under them. this copilot will be deployed in Microsoft teams.

    I'd suggest you should read the documentation regarding security concepts, especially about business units:
