First time post here:
We have around 100 employees that are not connected to O365. They all have their personal emails (gmail, hotmail etc). We would like to send them emails with attachments (memos and bulletins) and receive an acknowledgment. We would like to track this acknowledgment for compliance purposes
Is this possible within power automate or is this a pipe dream?

There is no direct way to achieve what you are trying to do.
But you could try this workaround.
Get a service account to send email notifications, send notifications to other domains as required and ask users to reply back to email(blank,yes,no, acknowledge)
Use either of below actions as triggers, and get user details as required.
Before you try this, try sending email from other domains to your/service account ID to make sure that mails can be sent from other domains.
