I am using the Standard "Task" table to create task and display. The app security is such that user can only access their own records. Now the functionality that we need is to be able to assign the Task to some other user and I was trying to change the "Owner" of the task to assign it to other user. But when a user who does not have "System Administrator" security role tries to change owner they are getting this error. "The user does not have read access to the record"

You shouldn't need System Admin roles to re-assign. Ensure the security role(s) have Assign privilege organisation-level on Activity and that the new assignee's security role(s) if they're different have at least privileges to read/write/append to/append on Activity, and optionally Assign org-level as well if they also need to re-assign tasks.

As @EricRegnier mentioned, you need to set privileges on the Activity table. Tables that are activities such as Task, Email, Phone Call, etc are secured via Activity and you won't see them listed when configuring security role permissions.

And when I try to set the "Owner" column value while patching the record I get this error.
Can you confirm the owner of the record changed? Once you reassign the record, then seeing a read error would be expected because users can only read records they own. If you insist on restricting the user to only user level for read, then you may want to redirect them back to a different screen after reassigning to avoid an unpleasant user experience.

Hi @Anonymous, Are you getting the error or the newly assigned user? It's normal that you're getting the error because after re-assignment you no longer have access to this activity/task. To fix that there's an option to share record with original owner:

@EricRegnier and @ChrisPiasecki are 100% on the right path here on the security side. I am just adding to hopefully add some additional thing to review but they have hit most everything...
You are in a Canvas App so I would suggest to make sure you Clear on your Collection (or ClearCollect) before returning to the list view because it might still be in your list and you want it removed so you don't get the error. You could also remove the item from the collection on the re-assign manually as well with the Remove() function.
