Modern Combobox confused about fields when Items property changed to an array ["One", "Two", "Three"]

When adding Combobox to a canvas app the tooling displays a list of data sources (SharePoint, etc.). Skipping this option and instead adding an array to Items followed by selecting the Fields option displays fields from some unknown data source. The expected behavior when selecting the Fields option is to display nothing or perhaps the Value property.
Authoring version 3.23103.14 on GCC.
