User only can access App 1 in 3 months

I am trying to write an application where I need the end user to only be able to access it 1 time every quarter. So for instance if John accesses this today they wouldn't be able to access it again until January. Now the same would be true if they waited until November or December. But they can only access it 1 once in that 3 month period.

You are going to need a control list with the user's email and a date last accessed. On user login, you would look up the date and test whether it was more than three months ago - if not, give the user a message, otherwise write the new date and let them in.
