Recently, we faced a weird issue. We have a PowerApp Per App plan assigned to a tenant, and using it, we shared an app with a user having an E5 licence.
He was getting a licence-related error when he accessed the app. Once we removed the E5 licence from him, he was then able to access the app.
This issue continued for a few days, and then it was surprisingly solved one fine day. The user with an E5 licence was able to access the app without any errors.
Could anyone please help me understand this scenario? Is there any possibility that it will stop working suddenly, as it did before?

What do you mean that you have a Power App per app licensing assigned to a tenant? This licenses are assigned to environment level.
To confirm: is the power app Premium or standard?
What was the error? Do you have the message?
