Unfortunately this isn't possible according to the licensing guide that you can download from here: Licensing overview for Microsoft Power Platform - Power Platform | Microsoft Learn.

    You'd need Microsoft 365 F3, E3, or E5, or Office 365 E1, E3, E5.

There is an old thread that says can use  , so was thinking if there was a change in liscensing or can be used

It seems to have changed but I'm not sure when. This link within the old thread also shows the latest licensing variation whereby Power Apps isn't included.

Microsoft 365 for Frontline Workers | Microsoft 365 F1 & F3 - The tick has a black border but no fill, and when you expand the details it says that Planner is included within that group of services.

    Thanks @AaronKGumbs  ,

another question i have is if  a user has Office 365 F3 Suite can they run unlimited Canvas Apps .

They won't need an Per App Licence  or  per user liscence .

They can run Power apps with standard connectors

    No problem!

Absolutely, the licensing is entirely based on the 'App License Designation', and if your app has no premium connectors in it then your designation will remain Standard and you can run as many as you like.
