Flow fails and returns "FeatureNotAvailableError" when using "Export to File for Power BI Reports"

So I have a Per User Premium license in Power BI, I am signed into the same account for both Power Apps and Power BI. The account is an Admin and has all the permissions for both platforms. When running a Flow to export a Power BI Report, I get this "404 - FeatureNotAvailableError". Is this a licensing problem? or possibly a bug in Flow or Power BI API? No other posts that ask the same question have a proper response, accepted answers just say to submit a ticket or have no response at all.

Hi! The Export To feature is supported only on Premium and Azure Capacities, if the workspace is assign to shared or Premium Per User (PPU) capacity the export to will not work and users will get this error FeatureNotAvailableError.

In order to test this API, you will have to assign the workspace to Premium or Azure capacity.

    Best regards,

Thank you for the response. Is there any plans to include this feature with the Premium Per User license? Seems like it should be... Since Excel exports are included within the Power BI Tile within PowerApps?

Overall, PDF generation is a very essential part of business operations and there are no real good options with PowerApps. We have resulted to stitching together Azure Functions, a service called Print Node and MS Flow. There is a huge need for custom PDF generation in PowerApps.
