is it possible access Copilot studio voice (IVR) agents without Dynamics 365 Contact Center?

We are trying to deploy our voice agent using phone number so if someone call on that number agent will answers of question ask during call but i checked all documents we required Dynamics 365 Contact Center for that so my question is it possible without it?
