What environment type to use for development: production or sandbox?

Hi all! I'm working on a Power Platform environment strategy. Part of this will be to create a development, testing and production environment. I can't decide on whether my development and testing environment should be environments of the type 'Production' or 'Sandbox'. I'm struggling to understand the differences between these two. What type would you use? And why?

    It's quite confusing to get an overview of all the Environments and what to use when. 
     
     
    So best practice is to use a Sandbox environment.

    I also found this paragraph on this website on Dynamics Business Central:

    If you want to run performance tests, or similar benchmarking, the sandbox is not reliable enough for that purpose. This is because sandboxes run in a different performance tier on Azure than production environments. Instead, create a dedicated environment based on the Production environment type - this gives you the exact experience and performance that users will experience in the actual production environment.
     
    Do you think this also applies to Power Platform environments in general?
