"Enable Custom Help Pane" - "Off" by default and locked (greyed out)

Hi All,
 
In my Model Driven App I make extensive use of the Custom Help Pane to provide users with additional information on specific fields.
In the old world (via Settings, Advanced Settings, Settings, Administration, System Settings) this was configured/enabled as follows:
 
 
Now we are in the new world, this has moved to the Environment settings with the Admin Centre.
 
The issue I now have is the New World setting defaults to "Off" but is also locked so I am unable to turn it on:
 
Most inconvenient I must say.
 
Does anyone have any idea how I can be allowed to edit this value?


I did find a workaround from Megan Walker's post on how to get back to the Old Work Settings menu, but this is not a sustainable solutions for me.

    Hi there,

    I tried to replicate your error in the (new) Admin Centre. I am able to enable this feature. Check the following points:
    • Make sure the Custom help for customizable entities is set to Off
    • Your environments version is 9.1.0.10300 or later
    • Ensure that the user has the necessary privileges. (System Admin or System Customizer)
    When you have checked all points above you can try the following. At first the Enable Custom Help Pages was greyed out for me as well.
    I triggered the Custom help for customizable entities by setting it to on and right after that to off. After this the Enable Custom Help Panes button wasn't greyed out anymore and is now ready to be enabled.

    I have the same issue as the poster.  Exact same.  I don't think this has been addressed by microsoft yet.
