Can Service writer role is enough Permission for this?

@Dnisavic, for users to be able to create tables in the environment, they need to have security roles. In the case of the issue in this post, Service Writer security role is sufficient to meet the requirement.
Thank you for getting back to me. Would you mind sharing where I can check on the security roles within the power platform admin center? ...and add that user to the role. Thanks
I have added System Admin, Service Writer and System Customizer security roles. Still I am getting the same error message "One or more commands are unavailable due to your current privileges for this environment" and New Table option is greyed out
How you solve this question "One or more commands are unavailable due to yourcurrent privileges for this environment" can share me the step please.
