I'm building a chatbot that gives a user x number of seconds to answer a question before it executes an action but I'm struggling to find any settings or parameters that accomplish this in the bot framework. Is there a way to set a time limit on a specific question that the bot asks before it moves on to the next item? TIA

In this case adaptive cards adaptivecards.io and Bot Framework Composer would be your best friend.
Adaptive Cards can handle required form fields and you can send the data to where you want on Submit and connected with Power Automated.

True, most integration features and custom flows are not available in PVA for Teams.

where is BOT FRAMEWORK? How do access it and locate the docs to guide me?

Directly within the bot, I believe this is not possible, because we cannot put time validation on the question. In this case this topic will probably have to be built using BOT FRAMEWORK to be able to build this logic.
