Time format from Excel to a list to powerapps?

This should not be so hard, but I cannot figure it out. 

1. I have an excel spreadsheet with mtg_start and mtg_end times. e.ge 06:00 PM , 08:50 PM. 

2. When creating SP list, it is converting it to the decimal value. I want the actual time in the list, so it displays that way in power apps. 

3. I've tried making the Excel columns time format, to no avail. SP list does not recognize it. 

 

 

I have set the options for time zone to PST. 

 

How can I have the times in a usable format hh:mm AM/PM?

    Could you please tell me:

    1\What is the connection between your Excel, SP List and PowerApps?

    2\How do you create SP List with data in excel? What formula was used?

    3\What is the data type and corresponding relationship between Field in SP List and Field in Excel?
