Unable to See Custom roles when sharing Model driven apps with users

Hi all, in the microsoft documentation i can see roles like Basic User among the standard roles and also custom roleslike below picture but on my side it only shows 2 standard roles: System administrator and System customizer. I am not sure what i am doing wrong. I need help please  https://learn.microsoft.com/en-us/power-apps/maker/model-driven-apps/share-model-driven-app

    Go to the admin center 
    Select the environment 
    On the resources section Click on PowerApps

    Find the app, click the elipsis btn and click share, you should get a dialog like this:

     
    Click on the hyperlink "my Apps", it takes you to the classic dynamics interface
    Find your app
    click the elipsis btn and click on manage roles
    It shows this dialog
     
    Select all the custom roles you need and save
    Then retry sharing from the powerapps portal
