From a governance standpoint I know how to restrict the default environment via DLP. I am wondering within the default environment if there is a way to restrict the ability to import solutions as a whole given the default security role that comes within Power Apps Default env (Maker).
Copy environment maker, don't do any customization's and assign it to user.
Issues what i observed:
1. Will not be able to create Apps outside solutions
2. will not be able to create apps inside solutions
Now Let's say you customize the roles like revoke Import/Export solution, end of the show you will be able to restrict importing/exporting solution but above problem will still persist.

Removing the below permissions from the security roles assigned to your users should prevent them from importing and publishing solutions.

Assuming your environment has Dataverse provisioned, your users would require System Customizer or System Administrator roles. All users will have Environment Maker role in the default environment, but that role doesn't have privileges to Import Solutions, so you should be ok.

I know you can't change the Maker role being assigned to everyone in the Default Environment. So I also don't think its possible to restrict the ability to import solutions.
