I have a Power Platform solution deployed in a Managed Environment, which utilizes Power Automate approvals for business-related approval processes. As per licensing requirements for Managed Environments, all users interacting with premium capabilities are expected to have a Power Platform premium license.
In our scenario, there are certain approvers within the organization who do not have direct access to the application, as they are not required to log in. All the information they need for making decisions is included within the approval request details itself.
Additionally, the approvers are dynamically assigned at runtime, and therefore, cannot be predefined.
I understand that in a Standard Environment, users with a seeded license (e.g., from Microsoft 365) are able to approve requests without issue. However, I’m unclear on whether the same holds true in a Managed Environment.
From initial testing, the approval functionality appears to work even without the approver having a premium license, but I’m looking to confirm this behavior. Has anyone encountered a similar use case, and could you share your experience regarding license enforcement for dynamic approvers in Managed Environments?
