Is it possible to automatically change a user's permissions to a custom role when they submit a form?
Specifically, I would like a user to be assigned a role based on submitting a selection in a multistep form. Does Power Pages provide functionality for this?

To my knowledge, Power Pages does not have the function to assign web role. You could try:
Upon subitting a selection in your form, it must update a field or create some records, you can use those as the trigger to fire a Power Automate Flow, then inside the Flow, you can assign the Webrole.
