Copilot studio license mean normal users can also create own AI agents.. but our concerns is that let normal user to use our ai agent only (such as chatting).

Copilot Studio Developper licence are for people who create agent.

People who consume agent will consume "credit" know as "message" : you could have them by 2 way

- Messages pack (25 000 the small one)

- Pay as you go (like pay just the number you use, but cost more than pack)

An administrator have to paid for one of the method and attribute to the environnement where the agent is stored

Then you can publish you r agent (ie. ex : Teams channel), share it with normal people and it will consume message
