Disable Power Pages Service for users

Hello everyone

 

Maybe a bit a weird question, but is there any way to disable the Power Pages service in an organization? 

I tried to find answers to that, but looks like I'm the only one trying that. 

The goal is the following: users can use the Power Platform, except for Power Pages.
