Refresh Connection in Canvas App Failing when using Flow to Send an Email

Hey powerapps community!
 
I have been having trouble with my canvas app related to permissions when the app is opened let me give some context first:
 
This is a canvas app that gets data from dynamics dataverse and displays it for the user to then view, edit and save that data back to dataverse. There are 2 power automate flows that get the data from dynamics and then save back to dynamics. After the data is saved to dynamics the flow will send an email using the power automate call "send an email (V2)" to outlook. My engineer account that makes these flows has delegate access to "send emails as" and "on behalf of" so that the emails do not come from my engineer account and instead an HR account.
 
I know you can set app permissions to be bypassed for certain apps however mine uses the address search built into powerapps, this requires spatial services which cannot be bypassed which is fine. However some of the guest users accounts in our tenant when testing get an issue where they cannot hit allow to access the app because it is stuck on the permissions pop up and they cannot refresh connection. You can see from my screenshot that dataverse automatically loads up the connection, but the outlook connection has a problem, I cannot figure out what's going on here so I ask for some help please if anyone knows what I should do?
 
(there is also a screen cap of the settings for the emailV2 call on power automate, that has a connection to my engineer account.)

    Are the app and flows in a solution file? Did you set the Run only users connection to your account in the details of the flows? That should prevent the need for users to refresh the connection. It won't change the licensing requirements, but should let them use the connection you created.
