I'm using an iPad Pro and the iOS app PowerApp version 2.0.542 and whenever I load any app (my custom app or the sample microsoft apps) they all appear in a very small screen. Doesn't matter what aspect ratio I choose, all the apps do not utilize the full screep of the iPad Pro.

May I know if your apps are created using Tablet templates? If so, please take a screenshot to show how the app loads in you iPad Pro.

Yes, I used the Tablet Layout when I created my app. Attached is a screen capture of what it looks like on my iPad Pro.
Has you issue been resolved after upgrading your PowerApps now?

The new version of PowerApps for the iPad has not been released. It is still version 2.0.542. I'll try it when the new version becomes available.

The new version became available today and I downloaded it. Glad to report that the application now runs in full screen on my iPad Pro. Thanks!
