Normally you should be able to override this via the pop-up that appears below the formula bar:

In case you are not the only developer, you will see the current user using the app in editor mode (ask them to close the app). On my end this warning generally occurs when I don't close the app via the back arrow, but rather close the browser and try to reopen the app in edit mode later on. Another scenario could be that I have the app open in edit mode somewhere else & forgot about it. However, the overrride pop-up always appear in these cases.
Should the pop-up bar not appear, troubleshooting that appeared successful in previous posts, as you tried as well, were:
- Clearing browser cache
- Trying a different browser
- Logging out of your Microsoft account completely
- Certainly not ideal but worth a mention: waiting or taking a copy of your app (Save As)
Should the issue remain / occur repeatedly, I would suggest logging a ticket with Microsoft Support.
As I unfortunately have not experienced a case where the pop-up bar did not display on my end, other community members may be able to provide more troubleshooting tips. However, I already wanted to provide you with the info above. 😊
