Just wanted to confirm:
When you create OOB appointments in Dataverse, an email gets sent to the attendees right? Is it OOB behavior that when you change the status of this appointment record to 'cancelled', there's no email sent?

I am not 100% certain, but the sample code in MS Docs that demonstrates how to correctly cancel an Appointment in Dataverse does use the SetState message, setting it to "Canceled".
So that would lead me to expect an Exchange cancellation notice (email) for all parties.
Again, I don't know for sure because I haven't used Appts in the system for years.
