Power Apps canvas app triggers instant flow with premium connector — what license do end users actually need?

I’m looking for clarification on the Microsoft licensing requirement for this scenario because I’m finding the documentation hard to interpret consistently.

Scenario

  • I have a Power Apps canvas app.

  • A user clicks a button in the app.

  • That button triggers a Power Automate instant cloud flow using the Power Apps trigger.

  • The flow uses a premium connector.

  • The connector/connection in the flow may be owned by a single maker/service account, but the flow is being triggered by end users from the app.

What I need to know

For the end users of the app, what license is actually required?

    Specifically, when a flow is triggered by a button in Power Apps (an instant cloud flow), the license of the user running the flow is what matters — not just the maker’s or service account’s license. And hence, End users of your Power Apps canvas app will need a license that covers premium connector usage if they are the ones triggering the flow.

     Service Account vs. End User : Even if the connection in the flow is owned by a service account, the execution rights are checked against the end user’s license when they trigger the flow. This is why your users still need premium rights — the service account alone doesn’t cover them.

    It’s actually quite simple in this scenario.

    If your app calls a Premium Power Automate flow, the app is treated as Premium, so users must have a valid licence. This can be either:


    • App plan

    • Per User plan

    • Pay-As-You-Go (PAYG)

    •  

    The key point:

    If the flow is triggered directly from Power Apps (using the Power Apps trigger / instant flow), the flow is considered part of the app’s context.

    That means:


    • Users don’t need a separate Power Automate licence

    • They only need the appropriate Power Apps Premium licence

    • The flow ownership does not matter from a licensing perspective

    So effectively, you licence the app usage, not the flow separately.

    Your scenario uses a Canvas App → Instant Flow (Power Apps trigger) → Premium connector in Microsoft Power Platform
    • Each end user must have a Premium license because the flow runs in the user’s context
    • Using a service account or shared connection alone is not sufficient
